According to the new law, a permanent residence permit, without having RVP (temporary residence permit), can be obtained by those who had USSR citizenship in the past. Previously, these citizens had to first apply for a temporary residence permit. Simplifications will also affect persons who were or their close relatives were subjected to unlawful deportation from the Crimean ASSR; highly skilled workers with six months of work experience; Graduates with honors and stateless persons.
