Graduates of Russian universities can obtain temporary residence permit (TRP) outside the quota. But for those who have graduated with honor can obtain permanent residence permit at once.
In addition to graduates, a number of foreign citizens will also have the right to obtain temporary residence permit outside the quota.
– Minor children whose parents already have temporary residence permit.
Previously, a child could obtain temporary residence permit only with the parent.
The procedure for issuing temporary residence permit has been simplified to
those incapacitated, whose guardians live in the Russian Federation and already
have temporary residence permit.
– Citizens of Ukraine (as well as stateless persons who permanently resided in
Ukraine) with temporary asylum or refugee status.
– Immigrants to the Russian Federation in accordance with international treaties of
the Russian Federation on regulating the process of resettlement and protecting
the rights of immigrants.
