The Ministry of Economic Development of the Russian Federation proposed several steps to attract more Highly Qualified Specialist to the country. According to the Ministry of Economy of the RF, in order to increase the number of recipients of the status of a highly qualified specialist (VKS), it is necessary to lower the salary range by which high qualification is determined. At he moment it is 58 thousand rubles per month for workers in special economic zones, 83 thousand rubles per month – for those employed in the scientific field and 167 thousand rubles – for the rest of them.
In addition, the ministry considers it necessary to allow remote confirmation of the status based on work experience or specialization to simplify the access of the specialists to the labor market. And for foreign students in Russia, it is proposed to issue citizenship in a simplified manner without refusing the existing.
According to the deputy head of the Ministry of Economic Development Ilya Torosov, this will create conditions for filling demographic failures in the Russian Federation and will facilitate business and attract investment to the country.
